Due to privacy laws, it is the participant (person who was/will be swabbed) who must give their consent to testing, and have ultimate ownership rights over their DNA. As such, although you can start the activation process for another Adult, they will need to create their own Account to complete it.
If you are the legal guardian of a Child who is giving a sample, you can give consent for their sample. However, once the child turns 18, they will need to create their own account.
If you are activating the kit for someone that has passed away, and have a legal right to the sample, you can also consent for the sample.
